The retention rules ahead of the IPL 2025 Mega Auction was finally decided by the Indian Premier League Governing Council and released by the Board of Control for Cricket in India (BCCI) on Saturday (September 28).
The 10 IPL franchises will be allowed to retain a maximum of six players from their previous squads, including usage Right To Match (RTM) card at the auction that will cost Rs 75 crore out of an enhanced team purse of Rs 120 crore.

In a significant move, the BCCI has announced that all Indian players, who haven't been part of a playing 11 in any international game for at least five calendar years or not part of the BCCI central contract for as many years, will be deemed "uncapped players".
That move will be a boost for Chennai Super Kings and Mahendra Singh Dhoni. It is learnt that for an uncapped player, the retention cost will be Rs 4 crore, but if a team retains the maximum of 5 players, then they will lose Rs 75 crore from their purse.
So, teams are likely to use the RTM Card more than retention, meaning a team may opt to retain 2 or 3 players and then look to buy back the released player during the auction by matching the winning bid for the said player.
The 6 retention/RTMs can have a maximum of 5 capped players (Indian & Overseas) and a maximum of 2 uncapped players. The price for each retention is not officially released, but a source in the know has revealed the slabs.
As per the BCCI source, the first retention will cost Rs 18 crore followed by second retention at Rs 14 crore and third retention at Rs 11 crore. And, if a franchise opts for fourth and fifth retention, they will again have to pay Rs 18 crore and Rs 14 crore respectively.
Franchises like Mumbai Indians, Kolkata Knight Riders and Sunrisers Hyderabad were reportedly the ones in favour of six to eight retentions as opposed to some other franchises which don't have too much star power.
Despite being granted their wish of 6 retentions, it is highly unlikely that all teams including, MI, SRH and KKR will want to blow their purse via retentions. They may instead look to land a player they wish to retain at the auction using RTM card.
