New Delhi, July 29: As it was speculated earlier, underworld don Dawood Ibrahim and Indian cricketers -- S Sreesanth, Ajit Chandila, Ankeet Chavan and many others have been named in the charge-sheet which would be submitted by Delhi Police on Monday, July 29, said sources.

Delhi Police-led by Commissioner Neeraj Kumar were expected to submit their charge-sheet in connection with IPL spot fixing case. More than 30 people would be named in the charge-sheet. Earlier it was reported that Neeraj Kumar had expressed his desire to submit the charge-sheet before his retirement on July 31.

Dawood and Sreesanth

The cricketers, who have been suspended BCCI and their IPL team Rajasthan Royals, were arrested from Mumbai. While Sreesanth and Chavan have been granted bail, Chandila remained in judicial custody.

According to sources, all accused in the charge-sheet have been named under stringent sections of Maharashtra Control of Organised Crime Act (MCOCA) and Indian Penal Code (IPC). MCOCA is law enacted by Maharashtra state in India in 1999 to combat organised crime and terrorism.

The three cricketers and many other bookies were arrested from Mumbai and several other places of the country. Other accused, who have been named in the charge-sheet, were -- bookie Ramesh Vyas, Tinku Mandi, ex-Ranji player Babu Rao, Sreesanth's close aide Jiju Janardhan and Mohammed Yahya and many others.

Charges against Dawood:

According to sources, the charge-sheet explains why it has booked the underworld and his aides under MCOCA Act. It says that Dawood and Chotta Shakeel virtually controlled spot-fixing and even decided odds of matches.

Dawood through Salman (Pakistan based bookie) and Javed aka Doctor aka Javed Chootani (Dubai based bookie) controlled Indian bookies like Ramesh Vyas and Tinku Mandi.

Special cell began its probe in spot fixing after 8 mobile phones numbers were given to them in Feb 2013 to be put on surveillance. 3 of these numbers were from Pakistan, Dubai and England.

But it was one call between Dawood and his accomplice in Dubai that blew lid off IPL spot-fixing case. This accomplice was in direct touch with Ramesh Vyas and Tiku Mandi. For the first time in 13 years an agency has managed to tap Dawood's phone and voice sample.

Charges against other accused:

The Charge-sheet would be filed under MCOCA (sections ) and IPC. Sections 420, 409 and 120 (b) of IPC and Sections 6 and 8 of MCOCA among others mentioned.

Only one accused Abhishekh Shukla (Sreesanth's friend) hasn't been booked under MCOCA.
