Jammu, Feb 13 (UNI) The Jammu and Kashmir Cricket Association (JKCA) is yet again embroiled in a controversy with its former general secretary M L Nehru terming the association ''unconstitutional''.

In his ten-page document titled as 'White Paper', Mr Nehru has highlighted unauthorized selection of teams, appointment of managers, captains and coaches, misappropriation of funds by the members and illegal functioning of the ad-hoc body.

Terming the functioning of the body as ''unconstitutional'', Mr Nehru, alleged that as per the rules, the valid constitutional life of office bearers should be one year, which has expired on April 16, 2007.

''Functioning of the association after the expiry of valid time period is considered as ''illegal'' and immoral unless any valid reason for not being able to call for fresh elections,'' claims Mr Nehru's ten-page 'White Paper'.

However, the former general secretary alleged that Jammu and Kashmir Cricket Association (JKCA) has been suffering severely during last couple of years from lack of administrative grip, non-observance of established rules, systems and laxity of control over expenditures.

Mr Nehru in the covering letter addressed to the JKCA president, Dr Farooq Abdullah said, ''A condition of anarchy and secretive decision making in respect of expenditures and other general working is prevailing in the Association, so efforts are to be made to diagnose deeply the disease that has infected JKCA.'' He also exposed the mess prevailing in selection process in different age groups saying, ''No office bearer is morally or legally authorized to discharge functions of selectors because JKCA working committee alone is empowered to select various teams through its elected selection committees including the captain, vice-captain and managers.'' In view of the selection process in various age groups during 2006-2007, Mr. Nehru called it as 'illegal, immoral, biased and sub-standard', and alleged, ''the deserving players have been ignored while blue-eyed and some of those who have approached or influenced office bearers, have been selected.'' Moreover, item number 6 of 'White Paper' under the head ''JKCA funds and expenditures'', the former general secretary has claimed that Jammu and Kashmir Cricket Association, at the moment, does not have any funds of their own.

Besides, revealing the 'misappropriation' in the JKCA funds, Mr Nehru said no financial decisions are supposed to be taken by the treasure or general secretary or any office bearer, which is not being implemented.

''The treasurer is empowered to account for expenses made and approved by the secretary or chairman. No expenditure vouchers can be passed by these two (secretary or chairman) unless the finance committee and the purchase committee, who represented the working committee, has cognizance of the same.'' ''I have tried to bring out transparency within the present functioning of the Jammu and Kashmir Cricket Association through my 'White Paper', document'' Mr Nehru told UNI asserting, ''A copy of ten-page booklet have also been submitted to the JKCA president Dr Farooq Abdullah to make him aware about the happenings.'' He expressed that an effort have been made via this ''exposure'' for the betterment of the cricket and cricketers in the State.
