Pakistan Cricket Board want a 'written guarantee' from BCCI regarding future participation in tournaments in Pakistan, and only then they will arrive in India for the upcoming ODI World Cup.
The two neighbouring boards are at odds for a long time regarding playing at each other's country. The continental and ICC tournaments generally take place in a host country, but BCCI recently cleared their stance on their players not going to Pakistan for the Asia Cup, which is scheduled in Pakistan.

And reports say that PCB chairman Najam Sethi will seek a written guarantee from BCCI secretary Jay Shah that India will travel to Pakistan for the 2025 ICC Champions Trophy before committing their participation in the ODI World Cup later this year in India.
According to NDTV, the PCB chairman will raise the matter with Asia Cricket Council (ACC) and ICC officials on Monday (May 8) and the PCB chairman is tipped to garner support for Pakistan in this condition imposed on India.
Pakistan have cleared their "principled stance that it will not play its World Cup matches in India unless the BCCI and ICC give written guarantees India will come to Pakistan to play in the 2025 Champions Trophy," according to reliable sources quoted by NDTV.
It is also reported that Sethi had discussions with Pakistan's government and he has been advised to go with this rigid stance for participation of Pakistan in future tournaments.
In September's Asia Cup, which was originally scheduled to be hosted by Pakistan, the Indian team's reluctance led to a Hybrid Model. The Hybrid Model of Asia Cup suggests the Indian team plays in Dubai or in a neutral venue, while Pakistan play their matches in Pakistan.
But BCCI is yet to public their stance on the proposed model and it is reported they want the tournament to be shifted from Pakistan. But PCB has indicated they won't participate in the Asia Cup is the tournament is moved entirely.
"Apparently, Sethi has now realized that it is time for some hard decisions and is not willing to accept any more delays from the ACC on finalization of venues and schedule for the Asia Cup," the source further said.
