NFL Rules: What are potential Rule Changes to Watch in NFL 2025?

The NFL continually evaluates its rules to enhance player safety, maintain competitive balance, and improve the overall viewing experience. As the game evolves, so do strategies, prompting discussions about necessary adjustments. This year, several rule changes are under consideration, with team owners set to vote on them at the Annual League Meeting in March. For any proposal to be implemented, at least 24 of the league’s 32 owners must approve it.

Among the proposed changes, three key adjustments stand out—two related to kickoffs and one concerning the controversial “tush push” play. These modifications could significantly impact how teams approach special teams play and short-yardage situations.

NFL

1. Adjusting Touchbacks to Promote Returns

In 2024, the NFL moved touchbacks to the 30-yard line to encourage more kickoff returns. However, further adjustments may be made in 2025. One proposal suggests shifting the touchback spot to the 35-yard line, making it more advantageous for receiving teams. Additionally, the kickoff line could be moved back five yards, from the kicking team’s 35-yard line to its 30-yard line.

The goal behind these changes is to strike a balance between player safety and game excitement. By adjusting the touchback rule, the league aims to reduce unnecessary high-speed collisions while ensuring that kickoffs remain a strategic part of the game.

2. Improving Onside Kick Success Rates

Onside kicks have become increasingly difficult to recover, with current success rates dropping to around 4%. To address this, the NFL is considering allowing teams to attempt a fourth-and-15 or fourth-and-20 play instead of a traditional onside kick. This alternative could provide trailing teams with a more competitive opportunity to regain possession while maintaining the drama of late-game situations.

3. Potential Ban on the 'Tush Push’

The Philadelphia Eagles’ signature “tush push” or “Brotherly Shove” play has sparked debate due to its high success rate and physical nature. Some league officials argue that the play eliminates competitive unpredictability, making short-yardage conversions almost automatic. While some support banning it, others believe it is simply a result of effective execution. The decision on whether to outlaw the play will be closely watched during the league’s upcoming vote.
