Rooney, who captained England last time out, will miss the trip to Sweden after suffering an ankle injury while Van Persie is set to miss due to a thigh injury which will keep him out of Netherlands' friendly match with neighbours Germany.
United are currently with just two fit strikers, Javier Hernandez and Danny Welbeck upfront for the weekend clash at Carrow road to face Norwich City.
Sir Alex Ferguson hopes his two main forwards return to action as the Red Devils have five matches in the space of 13 days including a trip to Turkey to face Galatasaray in the UEFA Champions League.
Meanwhile, Hernandez is likely to start against the Canaries after bagging seven goals in five appearances including a stunning performance off the bench against Aston Villa in which he scored a hat-trick.
However, Van Persie has been United's focal point ever since his £24 million move from Arsenal in August, with eight goals and four assists in nine starts. The Dutch hitman has not missed a league match since March 2011.
Rooney was recently sidelined for a deep cut on his thigh, suffered during the 3-2 win against Fulham, but has played all games since then.
