EFI Under Scrutiny as Rape-Accused Tarsem Singh Warraich Named Coach for Jordan Qualifiers

The Equestrian Federation of India (EFI) is under scrutiny for appointing Col Retd Tarsem Singh Warraich, accused of rape, to an overseas role. Meanwhile, the Sports Ministry has issued a show-cause notice to EFI over governance and compliance issues.

Tarsem was chosen as coach-cum-manager for the Indian team at the International Tent Pegging Federation (ITPF) World Cup Qualifiers in Jordan from January 29-31.

Tarsem's selection has sparked controversy due to his past suspension by EFI for impersonation from 2022-2024. He has never competed in a national tent pegging championship. A junior rider's father raised concerns with ITPF, citing an FIR against Tarsem in Sonepat for sexual harassment filed by two women. The complainant questioned how sports authorities could allow Tarsem to travel abroad and represent India.

ITPF's Response and Tarsem's Denial

In response, ITPF requested EFI to verify the information and take appropriate action. "We request that this issue be treated with the utmost seriousness, and that appropriate action be taken after due verification of the information provided," read ITPF's mail. Tarsem denied the allegations, claiming they are fabricated and that the court has not restricted his duties or travel.

Tarsem stated, "The court has not neither stopped me from travelling nor barred me doing my duty. I, as member of the Tent Pegging EFI, have the responsibility to act as per the order." He added that he was asked by the Executive Committee to travel and fulfil his responsibilities in Jordan.

Selection Process Issues

The selection process for the Jordan event faced challenges when EFI failed to conduct scheduled trials after the National Tent Pegging Championships in January. Multiple lists of probables were issued, leading to objections from riders about non-compliance with criteria. Eventually, trials were halted, and riders were asked to leave with their horses.

EFI informed ITPF on January 16 that adverse weather conditions would prevent India's participation in qualifiers. However, ITPF rejected this request and issued a penalty invoice for withdrawal after confirmation. The next day, EFI sent a revised list of four athletes including Tarsem's name to ITPF.

Sports Ministry's Show-Cause Notice

Separately, on January 28, the Sports Ministry issued a show-cause notice to EFI for failing to meet conditions attached to exemptions under the National Sports Development Code, 2011. The ministry noted that despite exemptions granted in November 2021, EFI had not developed sports infrastructure or ensured state and district units' existence in two-thirds of states and Union Territories.

The notice cited judicial observations questioning EFI's practice of granting direct membership to individuals and clubs, which courts viewed as retaining voting control rather than promoting the sport. The ministry also highlighted EFI's failure to publish annual competition calendars, notify national championships in advance, frame selection policies, utilise budgets, empanel coaches and support staff, and submit plans for international events.

The ministry warned these shortcomings could embarrass athletes and lead to disaffiliation by FEI. EFI has 15 days to respond or face possible withdrawal of recognition under the Sports Code.
